Transfer value is the amount the property last sold for.

Does this mean the actual value someone paid for the property? ex: 300,000.00 beach condo was sold for $1000.00.

Yes, it's the actual amount that was paid during the last property sale, know as a "transfer" . Sometimes that number is what the back acquired the property back for as well. That's why you'll see crazy low numbers in some cases.
