Yes you can offer what ever you are willing to pay, the bank will counter offer and you negotiate from there. It's best to be able to prove why you're making the offer and tell the bank why it's best to sell to you at your price. For example if the properties in the area are selling for less then offer about 65-75% below that price. Explain to the bank how long the property will sit on the market before it is sold at the price they are asking, this seems to help a lot in getting the price you offer.
