Hey JLDD,

Its possible that the price could be $1000, however if my instincts are right that may be the cost another investor is charging for you to take over their position on the deal. The transfer may be the assignment fee you pay to them in order to take and then you will have to close on the deal.  Look further into it. What is the maximum cash you are ready, able and willing to pay on a property?
